650 Line Rebuild Project

650 Line Rebuild Project – Phase 2B Summary

The 650 Line Rebuild Project – Phase 2B (Project) includes work at four existing substations and approximately 0.5 mile of electrical transmission line rebuild in the town of Truckee, California. Additional details are provided in the following subsections.

120 Kilovolt Double-Circuit Transmission Line

The Project includes the rebuild and colocation of approximately 0.5 mile of new double-circuit 120 kilovolt (kV) transmission line. The purpose of this portion of the Project is to connect the existing northern terminus of Liberty Utilities’ 650 Line to the North Truckee Substation.

The new transmission line will be constructed with steel poles installed adjacent to the existing transmission line, which is comprised of wood poles. The wire on the wood poles will be transferred to the new steel poles and then the wood poles will be removed. Existing wire will also be removed from four existing wood poles connecting the northern terminus of Liberty Utilities’ 650 Line to the North Truckee Substation. Approximately 15 feet will be removed from the top of the four wood poles, as they will no longer be needed after the transmission wire has been removed.

North Truckee Substation
North Truckee Substation

North Truckee Substation in Truckee will be upgraded and connected to the new double-circuit transmission line as part of the Project. Equipment at North Truckee Substation will be adjusted to operate at the higher 120 kV voltage, and new wire will be installed to connect to the new double-circuit transmission line.

Northstar Substation
Northstar Substation

Northstar Substation, approximately halfway between Truckee and the unincorporated community of Kings Beach, California, will be upgraded as part of the Project. Equipment at Northstar Substation will be adjusted to operate at the higher 120 kV voltage.

Brockway Substation
Brockway Substation

Brockway Substation in Kings Beach will be removed from service and disassembled as part of the Project. Brockway Substation was built in the 1960s with wood structures (in contrast to the steel structures in current substation designs). With the construction of a new substation nearby, Brockway Substation will be removed from service. All substation structures and equipment will be disassembled and moved off site prior to removal of all foundations.

Kings Beach Substation
Kings Beach Substation

Kings Beach Substation in Kings Beach will be upgraded as part of the Project. This will include receiving and installing a new 120/60 kV transformer and receiving and installing the existing transformer from Brockway Substation to serve as a backup. Equipment at the substation will be adjusted to operate at the higher 120 kV voltage. Three new poles will be installed inside the substation to connect the new and existing substation equipment.
