Public Safety Power Shutoffs


A Public Safety Power Shutoff (PSPS) is a safety procedure utilized by electric utilities to proactively turn off power when and where conditions present an increased wildfire risk. The practice of de-energization when necessary is supported by the California Public Utilities Commission (CPUC) as a safety best practice.

In partnership with fire weather experts, Liberty monitors real-time weather data and forecasts and regularly tests fuel moisture during the fire season. If it is determined that the forecasted conditions meet or exceed safety thresholds, Liberty may initiate a PSPS.

What are Public Safety Power Shutoffs?

To mitigate the risk of wildfires in the communities we serve, Liberty may implement Public Safety Power Shutoffs (PSPS) to temporarily turn off power when weather conditions present an increased fire risk.

We understand power outages are never convenient. Liberty will only proactively turn off power in the interest of safety.

Preparing for a PSPS

It’s important to be prepared in the event that a PSPS is implemented. Here are some tips to help you prepare for potential public safety power shutoff events.

  • Confirm your contact information to receive outage and emergency updates.
  • Plan for medical needs that may be impacted by a loss of power. If you depend on medications that need refrigeration or medical devices that require power, please notify our office by calling 1-800-782-2506.
  • Create an emergency kit composed of items such as flashlights, batteries, first aid supplies, non-perishable food, and water.
  • Keep your cell phones and other electronic devices fully charged. Consider purchasing a back-up battery device or car charger.
  • Keep a full tank of gas and cash on hand for emergency purchases, as gas stations, ATMs and bank services may be impacted during an outage.
  • Keep your refrigerator and freezer closed as much as possible to prevent your food from spoiling.
  • Unplug appliances to prevent hazards or damage when service is restored.

Liberty offers an assistance program for residential customers who have special energy needs due to qualifying medical conditions. Qualifying customers receive an extension of their lower rate baseline allowance on their monthly energy bill and, when possible, advanced notice for a Public Safety Power Shutoff (PSPS).

Community Resource Centers

Community Resource Centers (CRC) will be available to help support customers in the event of a PSPS. At CRCs, customers may access PSPS information, snacks, water, powering stations, and more. Locations and hours will be provided prior to a potential PSPS event.

211 is a free 24/7 information and referral service for community services. In the event of an emergency, 211 provides incident specific information by coordinating with local emergency services so communities can access information about shelter, food, medical, and recovery services.
