Residential Heat Pump Incentive Program

Home heating, including water heat usage, may account for most of the energy use in your home. Upgrading your heating and/or water heating system can help you save energy, which may also help you save money.

Liberty is offering financial incentives for residential customers who upgrade their existing electric heating or water heating systems to more energy efficient heat pumps. Heat pump systems offer numerous benefits.  In addition to energy savings, heat pumps also provide both heating and cooling to keep your home comfortable throughout the year. 

But before upgrading your heating system, you may want to consider whether your home is properly weatherized with necessary improvements such as insulation and air sealing measures.

Applicants must be current Liberty residential customers billed under the Residential (Domestic) Service (D1) Customer Types.

Landlords who own rental properties served by Liberty and meet the following criteria are also eligible to apply.

  • Single family, multi-family, and mobile homes.
  • Existing homes that are upgrading an electric heating system to a ground or air source heat pump or upgrading an electric water heating system to a heat pump.

Residential new construction projects may qualify for rebates if installing a heat pump and/or heat pump water heater that exceeds current California Energy Code minimums. Please contact CAenergyefficiency@libertyutilities.com for more information.

 

New Equipment

The new equipment can be either an air source or ground source heat pump for heating/cooling, or an air source unit for water heating.

The new equipment must be purchased within 90 days of applying for the Residential Heat Pump Incentive Program.  Applicants are encouraged to apply prior to their purchase/install to meet program qualifications and guidelines.

 

Incentive Amount

Heating/cooling heat pump incentives are tiered by the system type, the Seasonal Energy Efficiency Ratio (SEER), and the Heating Seasonal Performance Factor (HSPF) ratings.

The maximum rebate for a heating/cooling heat pump is up to $4,000.

Heat pump water heaters Uniform Energy Factor (UEF) must be greater than 3.3.

*Smart thermostat incentives are available with an HVAC heat pump upgrade and are not standalone.

One rebate per system or unit replaced is available per service address.

Available funding for incentives is limited and subject to change by Liberty at any time.

Contractor Requirements

Heat pumps must be installed by an California licensed contractor with one of the following active licenses:

  • Heating and cooling heat pumps: General B or C-20.
  • Heat pump water heaters: General B, C-20, or C-36. 

How to Apply

Applicants will be required to provide:

  • A copy of a recent Liberty electric bill
  • Receipt for the purchase of new equipment
  • Contractor service invoice
  • Copy of a building permit, if applicable
  • Photos of the pre-existing equipment (must include legible model numbers)
  • Photos of the newly installed equipment (must include legible model numbers)

Additional information for the pre-existing and new equipment may also be required, such as unit make and model numbers and the Air Conditioning, Heating, and Refrigeration Institute (AHRI) number. Applicants may apply prior to purchase/install and will be required to provide these details once completed. Please proceed to the application portal to learn more and apply.
