Customer Assistance Program (CAP)

The Customer Assistance Program (CAP) offers income-qualified customers a $10.00 per month discount on their water bill.

Emergency Leak Repair Program

The Emergency Leak Repair Program can assist qualifying Liberty customers with repairing identified leaks. The program is designed to help income-qualified customers who have received repeat 24-hour continual use alerts (leak alerts) and have high water use.
