What is the TOU-EV Rate
Liberty residential customers with plug-in vehicles are eligible to apply for the Electric Vehicle Time-of-Use (TOU-EV) rate. This rate varies based on when electricity is consumed, factoring in both time of day and season. TOU-EV rates offers lower costs during off-peak periods. All household electric usage – not just EV charging – is measured and billed according to these rate schedules.
To measure usage by time of day, Liberty will install a Time of Use (TOU) meter after approving the customer’s application. TOU meter installation can take 30 to 60 days, depending on availability.
NOTE: Liberty technicians manually capture usage readings from TOU meters every month by probing the meter, so locations that are not adequately accessible in all seasons may be deemed ineligible for TOU-EV.

The Liberty TOU rate is determined by the time of day when electricity is used. ALL electricity consumed, for EV charging AND all other uses, is billed according to the time of day. The rate also varies by season:
Winter (October 1 – May 31)
- On-Peak (“Winter – ON”) – From 5 PM to 10 PM, energy is more expensive during this peak usage period. Charge less during these hours.
- Mid-Peak (“Winter – MID”) – From 7 AM to 5 PM, the second lowest cost period.
- Off-Peak (“Winter – OFF”) – From 10 PM to 7 AM, the lowest cost period for winter energy use. Charge your EV and plan for the most energy use during this time for the greatest benefit.
Summer (June 1 – September 30)
- On Peak (“Summer – ON”) - From 7 AM to 10 PM, energy is more expensive during this peak usage period. Charge less during these hours.
- Off-Peak (“Summer – OFF”) - From 10 PM to 10 AM, the lowest cost period for summer energy use. Charge your EV during this time for the greatest benefit.
The TOU-EV rate is available to any Liberty customers who have a plug-in vehicle registered in their name. Includes:
- Permanent and non-permanent residents.
- Full electric and plug-in hybrid vehicles.
- Any type of EV charger (120 volt or 240 volt; permanently installed or portable)
No, customers may apply for TOU-EV without participating in the home charger rebate program.
There are two ways to apply.
- Existing EV Charger. Customers who do not need an EV charger can submit the web form by following the link at the bottom of this section.
- Liberty Drive Electric Program. Customers who do not have a dedicated EV charger may be eligible for up to $1,500 to help cover the cost to install a smart home EV charger. The TOU-EV application is automatically submitted when applying for the rebate.
The final step to receiving to TOU-EV rate is for Liberty to install the special Time-of-Use meter at your home. This service can take 30-60 days, depending on meter availability and scheduling. Time-of-Use billing starts the day that your TOU meter is installed, so in the first month you will likely have both pre-TOU charges and TOU charges.
While you do not need to be home when Liberty installs the TOU meter, keep in mind that the area in front of your service panel and meter must be unobstructed, with no stored materials, snow, etc. Additionally, because the TOU meter must be manually read each month, meter locations that are found to be inadequately accessible are not eligible for TOU-EV.
No, customers on the TOU-EV rate must stay on the rate for one year before requesting to change rates. There is a guarantee that customers will save money in the first year – see information about the savings guarantee below.
Liberty will review your account after the first full year on the TOU-EV rate and if Liberty finds that you have spent more on the TOU Rate than you would have spent on the standard rate, Liberty will refund the difference and restore you to the standard rate (if you choose).
